I have some of the maroon ones that are getting smaller and smaller each year. Do I need to split the roots? How can I get them back to the height they were originally?

I think that I have a problem. I have 3 hardy hibiscus plants 3years old. This year they look dead. The bark is hard and so far there is no sign of any growth around the plant. Comments and suggestions PLEASE!!!!!
